行政院長林全藉由出席工總舉辦的「全國工業團體領袖會議」向資方喊話，要企業出席基本工資審議委員會，與勞資對話。針對林全的勸說，工總理事長許勝雄坦言，讓他真的有進退維谷的感覺。
許勝雄說，從各種經濟數據來看，經濟狀況確實很不好，已有16個月的接單是負成長，出口也負成長了17個月，直到7月份才轉正，全球經濟都還在谷底徘徊，相對的，也看到國內實質薪資倒退16年了。
他認為，現階段政府的重點，應是將整個投資環境弄好，進而促使產業進行投資，產業若能順利發展，勞工薪資所得自然可以同步提升。
他也強調，企業有獲利，當然要為員工調整薪資，但資方是否要回到「基本工資審議委員會」進行勞資對話？他說，因為當時是7大工商團體的共識，而林全是昨天在會中突然提出，因此，需要與其他工商團體討論才能定奪。
然而，在此同時，商總理事長賴正鎰則打算發動旅行、保全等行業在10月1前走上街頭。
賴正鎰指出，相關業者是因為政府至今都沒有因應作法，進而紛紛要求商總發動抗爭，旅行業者與保全業者都明白指出，不只是老闆，員工都要跟著走上街頭，預計最少5萬、最多10萬人願意上街頭表達心聲。
